SIGN POSTING ON METRO DISTRICT PROPERTY

Please remember that sign posting, either by planting in the ground on District property or posting on District fences, is strictly prohibited without prior written consent of the Board of Directors.  It should be noted that the District spent thousands of taxpayer dollars in the spring of 2007 repairing the sprinkler system along the Smoky Hill Road corridor.  A lot of this damage was caused by signage that was hammered into the ground.  Furthermore, signs with wire bases, if not removed, can separate from the wires which can get tangled in and damage our mowing equipment.  Parts of signs can become lethal projectiles if they are not seen by our mowing crew and are run over.  If a sign is determined to have damaged any part of the District's sprinkler system or mowing equipment, or can be determined to have caused injury, the persons responsible for posting such signage can be held legally liable.  The District Board of Directors and the maintenance crew ask that you consider the well-being of all those who may possibly be affected and refrain from posting signs on District Property.  Thank you!

Neighborhood Dumpster Rally

Back by popular demand!! This year's dumpster rallys will be held on Saturday, May 15th, 2010 from 7:00AM to 2:00PM with a rain date of May 22nd.  A second rally has been scheduled for October 16th, 2010 from 7:00AM to 2:00PM with a rain date of October 23rd.  Click on the calendar link at the bottom left of this page for more information.  The dumpster rally is your opportunity to clean up your trash and large items.  Remember, there is no additional cost for you to participate as long as your HOA dues are paid up to date and you are a Smoky Hill resident.  If your dues are not up to date, the HOA will have their bookkeeper on hand to collect your payment.  Please also remember that hazardous items will not be collected.  These items include, but are not limited to, car batteries, chemicals, propane tanks, etc.  It is important to note that discards left in the parking lot outside the hours of the rally consitute illegal dumping and those responsible will be charged for the removal and disposal of such items and with illegal dumping in a public park.  Please visit the Smoky Hill HOA website at www.smokyhillhoa.net for more information on what you can and cannot bring to the rally for disposal.

Smoky Hill Motor Club Entry Form
Park Usage Form
Special Event Permit

PLEASE NOTE: If you need to schedule a Clubhouse time slot or reserve an area of a Park for your event, please click the CALENDAR link to the left to view availability.  Anything showing in red is tentatively scheduled.  Please understand that this calendar is NOT updated in real time and you cannot update it on the website.  Even if the date you want shows open, it may have been scheduled since the last update.  Once you have determined availability, click on the CLUBHOUSE USE FORM or PARK USE FORM link to the left as appropriate, print it, fill it out, and sign both areas.  Finally, contact Dave Lewsader at RisingSun75@live.com to make your request at least one week in advance.  Clubhouse and Park use is granted first to official Metro District business, second to official Homeowners Association business, and finally to all others.  Private groups or individuals are granted reservations on a first come, first served basis.  No group or individual may reserve the Clubhouse or any Park more than one calendar year in advance.  However, groups that use the Clubhouse or Park area year after year will be given seasonal consideration prior to scheduling individual requests provided their requests are received by the July 31st deadline.  Clubhouse users are required to return their key to the Security Manager within 14 days after their final scheduled date.  The Board reserves the right to reschedule groups if the Clubhouse or Park is needed for official business.  The Board further reserves the right to refuse Clubhouse or Park usage at any time to any group or individual and may revoke privileges whenever it deems necessary, especially in cases of misuse.  Users are expected to follow the rules of use as posted throughout the property and in the Licensee agreement that they have signed.  Please be familiar with the use of the sign-in sheet and the alarm system prior to using the Clubhouse.  A fee will be assessed for each incident in which the user fails to follow the policies and procedures outlined in their signed agreement (see fee schedule).  Multiple offenses by the same group can lead to loss of use privileges.  Thank you for being considerate in your use of the Clubhouse and Parks.

Park Usage and Reservations

Beginning April 1st, 2008, all groups wishing to reserve a portion of any park within the Smoky Hill 400 subdivision are required to print the agreement form at the link below and contact Dave Lewsader at RisingSun75@live.com to make their reservation request.  No groups are authorized to use any park within Smoky Hill for any organized event without prior scheduling and permission persuant to the park usage form.  Usage fees apply.

We have been informed that there are groups using the parks for events, specifically sports practice, whose leaders are requiring other users to leave citing having a reservation.  Unless a group leader is able to show a copy of their usage agreement signed by the Security Manager (Dave) and also showing time reserved on the calendar as posted at the clubhouse front door, the group is considered to be unauthorized and has no right to deny park usage to others.

Board Member Elections

The Smoky Hill Metropolitan District Board consists of 5 members.  Elections are held, as needed, in May of each election year.  Positions come open every two years, but the elected terms are for four years.  In 2008 two positions were open and in 2010 three positions will be open.  This alternates every two years with this two/three method and helps to ensure an experienced board.  Ideally, board members are elected by the registered electors whom reside in the district.  If, after the initial four-year term, a board member is re-elected or wins a seat by default, he/she may serve an additional four years.  If a vacancy is filled by appointment, the appointee serves a 2-year term.  A board member is term-limited after 2 consecutive four-year terms and cannot run again for another four years beyond the ending of his/her second term.  Officers are elected by the members of the board at the June meeting.  A stipend of $100 is paid to each board member for every meeting attended with the understanding that additional "volunteer" time may be required outside of the meeting if the board member's area of responsibility warrants it.  If an election is triggered (more candidates exist than open positions) qualified candidates are required to follow all campaign laws of the City of Centennial, the County of Arapahoe, and the State of Colorado and must be an elector, and a resident or property owner in the District (Smoky Hill 400).  In the event no qualified candidates have submitted a "self-nomination" form by the February 28th deadline, or the number of qualified candidates doesn't exceed the number of open positions, no election will be held and the open positions will be filled by appointment by the remaining board members.  Thank you for your interest in this excellent opportunity to serve your community!!
